How a bill becomes a law
What is a bill? A bill is a proposal for a new law. However in order for the bill to become a law the bill must go through some steps.
Step 1: Idea
The idea is a thought a legislative member or citizen has on something that they want to be a law. If a citizen has an idea the citizen must persuade a senator or assembly member to author the bill. The author of the bill sends the bill to the Legislative Council where it is drafted into an actual bill which is then sent back to the author who may be a senator or assembly member. If the author is a senator then the bill is introduced in the Senate, and if the author is am assembly member then the bill is introduced in the Assembly. The bill gets a number and title such as Senate Bill 8 SB8 or Assembly Bill 102 AB102.
Step 2: First Reading
The first reading is where the clerk reads the number and title of the bill. After this the bill is sent electronically to the Office of State Printing. The bill must be printed for 30 days in order for the public to see.
Step 3: Committee Hearings
The bill is sent to either the Senate or Assembly Rulers Committee where the bill is assigned to a policy. For example if the Senate bill is focusing on health care then the bill is placed under the Senate Health and Human Services Committee, where it will be reviewed. Once this is done the author tells them about the bill he/she is proposing, then the people either support or oppose to the bill. The committee then can pass the bill, pass it as amended, or defeat the bill. In order for the bill to pass it must have majority vote of the committee.
Step 4: Second Reading
The bills that are passed by the committee hearings are sent to the house of origin for a second reading. The bill is then placed in the Daily File for a third reading.
Step 5: Third Reading
The third reading of the bill is when the author explains the bill such as what the bill is designed to do. The Members then decide on what they like about the bill and what they don't like. The vote procedure is by roll call vote which is going down the list of the names of the people who attended and they say yes on the bill or no on the bill. Bills that require money or to happen immediately need 27 votes in Senate and 54 votes in Assembly. Other bills which don't require money or to happen immediately require 21 votes in Senate and 41 votes in Assembly. After the house of origin approves the bill it then makes its way to the other house where steps 1-5 are repeated. If the bill is amended in the second house then the bill has to go back to the house of origin where they have to agree on those changes. If the bill is not amended in the house of origin then the bill goes to a two house conference committee where the differences will be resolved. In this committee there are three Senate members and three Assembly members. Once an agreement is reached the bill is then passed over to both houses for voting.
Step 6: Governor
Once both houses approve the bill it then goes to the governor who has three choices on the bill, sign it and approve it, allow the bill to become a law without his/her signature, or veto the bill. If the bill is vetoed it can be overridden with two third vote in both houses. Once bills are passed they go in affect on the first of January the following year. In some cases the bill goes into affect immediately
Step 7: Secretary of State.
Once a bill becomes a law it is then sent to the secretary of state for a final review. The bill is given a chapter number and is stamped with the Great Seal of the State of California.

California system of initiative, referendum, and recall
Initiative: California allows citizens to use the initiative process to create laws or statutes, and to amend the state constitution.
Referendum: Citizens have the power to accept or reject statutes passed by the legislature. These statues are places on the statewide ballot for vote approval.

Amendments to the CONSTITUTION
Way number 1: Through the process of a legislatively-referred Constitutional amendment.
Two third of each a chamber of the California State Legislature must propose an amendment. The amendment then goes on a statewide ballot to be ratified or rejected by the State's voters. Ratified amendments take effect the day after the election.
Way number 2: Through he process of an initiated constitutional amendment.
An initiative may be proposed through the initiative process, signed by 8 percent of people who voted for Governor at the last gubernatorial election, placed on the statewide ballot and either ratified or rejected bu the State's voters.
